Lead routing trigger with territory rules
Incoming web leads need to go to the right regional rep based on state, industry and company size. The rules change every quarter, so the admin has to be able to edit them without a deployment.
Acceptance criteria
- Leads are routed on insert and can be re-routed on demand
- Routing rules are editable by an admin without code changes
- Bulk-safe for 200 records per transaction, with tests at 85% coverage or higher
